Eng. Abdul Rahman Khalid Al Ghunaim

Abdul Rahman Khaled Saleh Ghunaim Al-Ghunaim (1938 - August 17, 2022), a former deputy in the Kuwaiti National Assembly, a former Kuwaiti minister, and his father is the former Speaker of the Kuwaiti National Assembly, Khaled Al-Ghunaim.

During his political life, the deceased participated in the National Assembly elections in 1985 in the second district, and won first place with 611 votes. He became a member of the National Assembly. The following year, he was appointed Minister of State for Municipal Affairs. He was also appointed Minister of Transportation on May 28, 2008 in the twenty-fifth government.
One of the first technocrats
He rose through the ranks in the Ministry of Transportation, from telephone engineer in the Ministry of Post, Telegraph, and Telephone to his appointment in 1962 as Deputy Chief Engineer in the Ministry of Post, Telegraph, and Telephone. In 1964, he was appointed Assistant Undersecretary for Technical Affairs in 1964. The deceased assumed the position of Undersecretary of the Ministry of Transportation in 1969. .
Al-Ghunaim is considered one of the first technocrats in the country, as he was among the forefront of the generation of specialized engineers. After completing his high school studies, he traveled to the United States of America and obtained a bachelor’s degree in electrical engineering from San Jose College in 1962.
The deceased spent a long journey serving Kuwait in several fields in developing work in the Ministry of Transportation and gave a lot to his country, Kuwait.
Contributions to development and development
The deceased contributed to city planning, housing and social development, parks and city systems, business licensing, public works and road paving, as well as in developing the field of national telecommunications, post, transportation and ports.
As Deputy Chief Engineer for Telecommunications at the Ministry of Transportation, he succeeded in planning the establishment and maintenance of the telecommunications system. He contributed greatly to creating a qualitative shift in the telecommunications system in Kuwait from its primitive state, and improving international communications. The result was a leap in increasing the number of international telephone circuits. From 16 in 1965 to more than 1,000 sound circuits in 1983.

He also participated in the meetings of the International Satellite Telecommunications Organization and the final arrangements for the international satellite system. He chaired one of its conferences, and established, with his counterparts in the Gulf Cooperation Council countries, close cooperation to unify the mobile phone system.
He also participated in the Arab Gulf Television Association. He succeeded in establishing ground stations deployed for satellite communications in the Arab region.
Secretary of the People's Congress
The deceased participated in the most difficult situations and circumstances that Kuwait experienced during the Iraqi invasion of Kuwait, and he was one of the first Kuwaiti men to participate in the preparations for the Kuwaiti Popular Conference in Jeddah, Saudi Arabia in 1990. He was the Secretary General of the Popular Conference, where the declaration of allegiance to the Al-Kuwait family was renewed. Al-Sabah, and stressing that the claims of the head of the Iraqi regime are nothing but lies and slander, and that the Kuwaiti people are rallying around their political leadership.
